Provincial Treasury

The Provincial Treasury assists departments and municipalities to practise sound financial and fiscal management and good governance.

Mission

To ensure equitable resource allocations for the Province of KwaZulu-Natal, analyse and monitor government (provincial and local, including their public entities) revenue and expenditure, and instil prudent financial management and good governance.

Through robust public policy research, we contribute to the realisation of government policy priorities by ensuring that government interventions in the economy are targeted, efficient, sustainable and empower our people.

The Treasury will continue to support departments, public entities and municipalities as their performance is vital to the achievement of these goals. Good governance and prudent financial management are prerequisites for the improvement of service delivery. The Treasury continues to ensure that public funds are spent wisely, transparently and towards the improvement of the lives of all our people.

Municipal Support Programme

The Municipal Support Programme (MSP) within the Municipal Finance Unit has been designed to assist municipalities in improving capacity to meet financial obligations and commitments. This will ensure the provision of services to communities.

Using the audit outcomes as a measurement of the municipalities supported through the MSP, it is evident that the support programme has yielded notable improvement, with 43 municipalities receiving an unqualified audit opinion with matters, compared to 38 municipalities in the 2007/08 financial year. Some 23 municipalities have been supported through the MSP since its inception in November 2007.

Audit outcomes

All municipalities and provincial departments must be achieving unqualified audit opinion reports by 2014. By setting that target, the Treasury is not saying that a clean audit implies real service delivery, but it is a crucial step in the promotion of a culture of accountability and responsibility.

Fighting fraud and corruption

The Provincial Internal Audit Unit remains one of the most important vehicles that can be utilised to promote good governance and combat fraud and corruption throughout the province.

 

The Provincial Treasury has joined forces with the South Africa Police Service and other organizations within the
forensic fraternity to identify and investigate a variety of fraudulent and corrupt activities in provincial departments and entities serving as agents of specific departments and municipalities.

It has also focused on preventative strategies to combat IT fraud and corruption. To this end, an IT security assessment was conducted at all KZN departments through Project Unembeza, a proactive strategy aimed at identifying control weaknesses in the provincial IT systems and networks.

A biometric access control system has been installed for BAS and PERSAL users in all departments. The system requires the use of a fingerprint to log into BAS and PERSAL and replaces the password system. It will to a large extent eliminate password irregularities and fraud.

Corruption can be reported anonymously by any member of society to the National Anti-Corruption Hotline (NACH) at 0800 701 701. In terms of a national Cabinet resolution any member of the public can also alert Treasury to fraudulent activities. We encourage members of the public to come forward.

Cleaning up supply-chain management

The Provincial Treasury has embarked on a process to compile a new Suppliers Registration Database. The cleaning up and establishment of a new single suppliers database for all provincial departments and municipalities will promote accountability and compliance. In addition it will assist government with location information and enable government institutions to rotate suppliers.
